How does a dialogue-based democracy function?

In the light of the multiplication of complex issues, actors have invented new experimental forums where propositions can be challenged and shared knowledge can be developed. Over the last few years, Information and Communication Technologies (ICT) have become incorporated into our political procedures, fortifying the principles of dialogue and civil participation. This paper examines two websites that are both devoted to relaying information on a local development project and it aims to demonstrate, by way of this comparison, that current sociotechnological devices, at both a conceptual and functional level, call upon a unique mode of action, which will be further described.
